Why did the Democrats Lie about the Individual Mandate in the Health Care bill as not being a tax?

It would have been easier if they said it was a Tax, that way it will be constitutional which is what they are arguing in the courts right now. But they told everyone in America that it wasn't a tax.... Why lie about it, just tell the Truth, we as citizens are at least owed the Honest Truth.
