If vacation time isn't cumulative, does the company owe the employee for they're full vacation pay if laid off?

I was recently laid off mid June. I have 2 weeks vacation per year, my pay stubs do not show that my vacation time is cumulative. My company is saying they only owe me for one week vacation because only half the year has passed. Do they owe me for both weeks or just one?
