I'm receiving calls from an Indian who says he's an investigator?

The Indian (as in India) has a very "American name" like Robert Johnson. It sounds like 100 people are talking at the same time in the same room and there always static in the line. Does this sound legit? He won't give me clear information on the so-call bill I owe. I'll be glad to pay the debt if its a legitimate person on the other end. He constantly says he can help with the debt.
